Kampala Northern Bypass Eases Traffic Flow
[News Date: 26.11.2007]
The Minister of
Works and transport, Hon. John Nasasira
temporarily opened the 21km Bypass for use
during the Commonwealth Summit to ease traffic
flows in the city.
The traffic jam
reduced, although the number of motorists
driving to the city center was also low. Once
complete, the 118 Billion shall rid the city of
heavy trucks which move from the eastern side of
the country on Jinja road to western Uganda.
Traffic from the
western part of Kampala will either enter the
city through Nateete-Wakaliga-Namirembe road, or
Nateete-Kabuusu-Rubaga to Namirembe road,
without necessarily passing through the City
Center.
Traffic from the
eastern part will branch off at Bweyogerere via
Namboole Bypass to Kireka. Reports from Salini
Construction Company, the contractors on the
Northern Bypass, indicate that over 90% of the
work is complete.

Works and Transport, Eng. John Nasasira released
the Traffic Plan for the period of the
Commonwealth Heads of Government Meeting (CHOGM)
indicating the proposed
traffic flow and roads to be closed or
restricted during the meeting.

UNRA gets
Executive Director

2007]
The
Minister of Works and Transport, Hon. John M.
Nasasira appointed Eng. Peter Ssebanakitta
[in Photo on left] as Executive Director
of the Uganda National Roads Authority (UNRA),
effective 30th October 2007.
UNRA will take over the
responsibility of development and maintenance of
National Roads. This function is currently being
carried out by the Ministry of Works and
Transport. UNRA is expected to create an
environment that is conducive to the effective
and efficient management of the National Roads
network and at the same time render advisory
services to both the Central and Local
Governments.
Engineer Peter Ssebanakitta, 51, graduated
from Makerere University with B. Sc. (Civil Engineering) Honours Degree in 1979.
He also possesses a Diploma in Development Planning, an M. Sc. (Highway
Engineering) from the University of Birmingham and an MBA from the University of
Liverpool.
He is a Registered Professional Engineer and
has worked with the Ministry of Works and Transport for over 25 years both at
the Ministry Headquarters and in upcountry stations, rising to the rank of
Commissioner, Roads. The position of Executive Director was competed for,
following and international advertisement for it. |

The Road Fund Bill Underwent
its First Reading
at the 31st
Sitting of the 1st Meeting of the 2nd Session of the 8th Parliament,
presided over by the Deputy Speaker of Parliament, Hon. Rebecca Kadaga
on the 28th day of September 2007.
The Statement tabling the Bill to Parliament for first reading was moved
by Dr. Ezra Suruma, the Honourable Minister of Finance, Planning and
Economic Development.
The Uganda Road Fund Bill
2007 was published in the Uganda Gazette No. 52 Volume C of 21st
September 2007.
The Bill seeks to establish the Uganda Road Fund as a body corporate for
the purpose of financing routine and periodic maintenance of public
roads in Uganda and advising the Minister of Finance, Planning and
Economic Development on the preparation and efficient and effective
implementation of the Annual Road Maintenance Programme. the Bill is now
available for public comments and can be obtained from the
Uganda Printing and Publishing Corporation
(UPPC) Bookshop on Airlines House Plot 3, Colville Street, Kampala,
at only UGX 2000.

Unusual

access road to South Sudan.

21 September 2007. This Congress is a special event, as it also
celebrates the centenary of the formation of PIARC following the first

FLOODS
DESTROY ROADS IN NORTHERN UGANDA

12th September, 2007
KAMPALA:
Many parts of northern and eastern Uganda have been cut off as the
rising waters continue to wreck havoc, washing away bridges and
submerging roads. According to the Prime Minister’s Office, 12 major
roads in the North and the East have been closed due to floods,
affecting 22 districts in Teso, Lango, Acholi, Karamoja and West Nile
regions.
“The 12 roads have been closed because they are impassable and too risky
to use,” said spokesperson Apollo Muginda. The roads closed include
Muyembe-Moroto, Kapchorwa-Suam, Aryomoi-Lopei and Kotido-Abim in
Karamoja district, as well as Gulu-Atiak-Nimule, the main access road to
South Sudan. Other roads that have been declared impassable are
Aloi-Olilim in Lira district, Dokolo-Namasale, linking the districts of
Dokolo and Amolatar and Pakwach-Inde-Oghoko in Arua district. Mount
Elgon region is particularly hard hit, with Bukwo district now only
reachable by air. The district lost its link with the rest of Uganda
after mudslides blocked the road to neighbouring Kapchorwa. The
alternative road through Kenya has also been washed away.

World Bank Funds Mozambique Road Programme, 2007-2011.

MAPUTO:
Mozambique signed with the World Bank an agreement for funding of $100
million for the second phase of the country's road and bridge management
and maintenance program, 2007- 2011.
The Road Fund is currently planning to invest over 20
million dollars in bridge construction in northern Mozambique.

Clermont,
Miami TWP Creates Road Fund
MIAMI TWP:
Miami Township trustees have indicated they
favor establishing a multimillion-dollar pool that would pay for road
improvements. County commissioners have already agreed to contribute $1
million a year to the pool over the next decade, with another $1 million
a year over that span pledged by the office of Clermont County. The
townships would decide when and if to increase annual contributions to
the county pool.

Section of Mukwano Road to be closed for rehabilitation, 11-14 August 2007

KAMPALA:
During the period 11-14 August 2007, a
section of Mukwano road between the junction at Mukwano's main gate and
the road leading to Kibuli Police Training School will be closed to
traffic to enable installation of drainage culverts across the road.

Kapchorwa-Suam Road temporarily closed due to
massive landslides
[News Date: 14th August
2007]
Exceptionally
heavy rains experienced in Kapchorwa and Bukwo Districts led to
landslides on Friday 10th Aug. 2007. The landslides occurred on the
Kapchorwa-Suam road in Kamet village between Km. 47 and Km. 48 from
Kapchorwa. The Ministry of Works and Transport, through the Executive
Engineer, in collaboration with the labour Based Contractors on site are
doing the best to clear the landslides and open the road as soon as
possible. Members of the public wishing to travel from Kapchorwa are
advised to postpone their journeys. For urgent travel, it is advised
that alternative routes be used. |

Kitgum-Orom Road temporarily closed
[News Date: 9th August
2007]
The bridge at
72km along Kerekelit swamp has been washed away due to heavy flooding.
This has led to a temporary closure of section of the road. A diversion
has been provided as MoWT strives to ensure reopening within two weeks
time.

Busunju-Kiboga- Hoima Highway upgrade in near-completion

Upgrading of Busunju-Kiboga-Hoima
Highway is expected to be complete in January
2008. The project commenced on 9th July 2001.

Busunju-Kiboga- Hoima
upgrade in near-completion
[News Date: 8th August
2007]
Upgrading of the 76.0km
Busunju-Kiboga-Hoima Highway is expected to be
complete in January 2008. The project commenced on
9th July 2001. The contractor submitted a claim
for extension of time for delays due to recent
fuel shortages. It will be possible to complete
the main items on the project (i.e. base and
asphalt surfacing) by the end of January 2008. The

Engineers' Workshop

A one-day
sensitization workshop on the Principles and Operational
Modalities on the Uganda Road Fund was held yesterday, 9th
July 2007 at Statistics House, MFPED in Kampala. The workshop
was attended by over 160 District, Municipal and Station
Engineers and Engineers from MoWT responsible for road maintenance.

agreement of EURO 231,516.50, inclusive of taxes.

Allocations for District and Urban Roads
[News Date: 2nd July 2007]
For F/Y 2007/8, the Ministry of
Finance, Planning and Economic Development increased the
budget allocation for the maintenance of District and Urban Roads from 18
billion to 29 billion and from 4 billion to 11.5 billion for district and urban
roads respectively. For Kampala alone, the budget was increased from
approximately 0.5 billion to 15 billion. This was unveiled to the public in a
Statement of the Chairman of the Road Fund Steering Committee and Permanent
Secretary/Secretary to the Treasury, also published in the New Vision of Tuesday
3rd July 2007 and The Monitor of 5th July 2007.

Cabinet Approves Finance Bill
[News Date: Thursday 12th July
2007]
Cabinet approved the
Finance Bill 2007 on Wednesday 11th July 2007. The object of
the Bill is to
provide for the alteration of the tax base for hides and skins;
exemption of motor vehicles, trailers and engineering plants from road
licences and fees, establishment of the Road Fund; the waiver of
interest and penalties for voluntary disclosure of tax liability;
amendment of the Finance Act, 2006 to change the fees relating to
services and various documents under the Traffic and Road Safety Act,
1998, Cap.361 and to extend the scope of the environmental levy payment
of bonuses to Uganda Revenue Authority in respect of meeting targets of
collection of revenue and for related matters.
